Job Description:
Kenjya-Trusant is seeking a candidate to fill the role of Management Analyst for Professional acquisition program management consultation and support for International Joint Commission, U.S. Section (IJC).
Duties, Tasks and Responsibilities:
Responsibilities include assistance with drafting contracts and cooperative agreements, procurement planning, development of solicitations, contract negotiations, and the administration and management of contracts and agreements. Duties also include assisting with the development of policies and procedures for contracting for services and supplies. The contracting assistant would assist with the determination of methods of procurement, either formally advertised or negotiated and with the preparation of procurement plans and necessary justifications and/or determinations and findings. The contracting assistant would assist in the preparation of solicitations, assuring that all applicable laws and regulations are observed and that specifications are clear. The contractor shall provide the following deliverables:
  • Status reports on recently completed and open items.
  • Procurement documents which include but are not limited to proposed timelines; acquisition plans; performance work statements; award recommendation reports; contract awards and modifications;
  • Other acquisition related documents, as required by the COR.
Knowledge Required:
  • Ability to obtain and maintain a suitable security clearance and DoS badge
  • Knowledge of U.S. Federal Government contracting methods to procure a wide variety of goods and services through formal advertising and negotiations.  This includes skill in negotiation sufficient to negotiate post-award contract changes and settlements.
  • Knowledge of a variety of contracts, including use of standard and modified provisions to suit unique procurement situations, sufficient to plan and conduct the procurement.
  • Knowledge of price and cost analysis to determine reasonable, allowable and allocable costs for negotiating contracts initially and for negotiating post-award changes and settlements.
  • Knowledge of contract administration principles and practices to monitor contract performance over the life of contracts, and to solve a broad range of problems relating to change proposals, claims, payments and similar problems.
  • Knowledge in the preparation of excel spreadsheets and experience reviewing financial data and information is required.

Minimum Requirements: 
  • Master’s degree from an accredited college or university in any major field of study, and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Certification as a U.S. government contracting officer and prior experience as a contracts administrator, contracting officer and/or specialist is preferred.
  • Strong communications skills, both oral and written, are required.
