Job Description:
Kenjya-Trusant is seeking a candidate to fill the role of Consultant to support our contract with the U.S. Department of State Bureau of Consular Affairs.  As part of the support team, the candidate will provide assistance in designing, implementing, managing, and analyzing a new assessment tool, the Consular Bidder Assessment Program; to evaluate FSOs that are bidding on these positions for the 2014 spring and summer cycles; and to provide other support to the Assignment Team in improving human resources (HR) processes and software. 
Duties, Tasks and Responsibilities:

Development and Management of Consular Bidder Assessment Program for Foreign Service Bidding
  • Design and Development of Consular Bidders Assessment Program
    • Integrate new technical, administrative and other requirements;
    • Refine technical tool to collect and analyze data for the CBAP;
      • Tool must be web-accessible and usable at all State Department posts worldwide regardless of bandwidth or software configurations;
      • Tool must include process for incorporating submissions from individuals outside the State Department; and
      • Tool will continue to rely on technology currently available on State Department’s intranet to include available survey, community engagement platforms, SharePoint and MS Office tools
    • Refine reporting interface to display CBAP results to include reports for:
      • Individual assessments
      • Comparison of candidates
      • All applicants for an individual position; and
      • Comparison of all applicants for multiple related positions
    • Design process for efficiently generating and distributing reports listed above
  • Communication about CBAP Tool
    • Enhance communication strategy to publicize and explain CBAP to senior leaders, FSO bidders, assessors and other Bureaus within the State Department
    • Draft detailed instructions for use of tool
    • Train both bidders and assessors on use of CBAP through in-person and online venues; and
    • Respond to email inquiries and phone calls about the tool
  • Management and Support of CBAP Tool
    • Consolidate, update and conduct data validation for data collected through the tool
    • Conduct data entry if required for use of tool
    • Conduct analysis of general trends in tool use as well as data on individual applicants; and
    • Generate and distribute reports as requested
  • After-Action and Assessment of CBAP
    • Conduct after-action review to determine potential improvements in the assessment algorithms, training and outreach, and technical underpinnings of the CBAP; and
    • Provide written report/presentation to senior leadership concerning lessons learned
Advise on long-term Technical and Substantive improvements to the Assignments Process and Implementation of CBAP
  • Advise on best industry practices for 360 and reference checks
    • Produce written report on industry best practices for collection and use of 360 references; and
    • Analyze how these practices can best be applied to client business model
  • Advise on long-term acquisition of a Talent Management System or Applicant Tracking System
    • Gather requirements from the Assignment and Position Management Analysts
    • Produce written requirements document outlining client’s requirements for this type of software
    • Analyze and provide recommendations of existing COTS that would satisfy client requirements
    • Support the evaluation and implementation of such system as available during the course of contract
Other Assignment and Position Management Duties
  • Support the Assignment Team in data collection, validation, correspondence and analysis of FSO candidates applying for consular positions;
  • Support the Position Management Team in data collection and analysis of staffing gaps, workload demand, and language requirements
  • Assist in the design and update of the Consular Assignments website
  • Provide analysis of correspondence workload for the assignments process and provide written recommendations to improve data management;
  • Support the program to provide temporary staffing to domestic and overseas offices experiencing staffing gaps, workload surges or crises;
  • Support client efforts to enhance recruitment efforts for CA’s alternate staffing programs
  • Expertise in MS reporting and analysis tools to include MS Excel, SharePoint, and Access
  • Knowledge of survey design, data management, and data analysis methodologies
  • Knowledge of federal and private-sector HR practices, processes, and methodologies;
  • Excellent organizational, research, communication, and writing skills;
  • Experience in requirements gathering, design, and implementation of large technical projects within the federal government
