(TOPS) Senior Acquisition & Assistance Professional- Philippines - (USAID Support)

 The Kenjya-Trusant Group, LLC is supporting the USAID Management Bureau Office of Acquisition and Assistance (M/OAA) with services for foreign operations. The initial assignment for this role will be Acquisition & Assistance (A&A) support to USAID/Philippines.  This position can be filled by a Mid-level or Senior-level A&A Specialist.  The ideal candidate will have prior experience with USAID supporting overseas missions in various locations with experience in the Philippines.  The P&G portfolio is a new portfolio and will have a design component to it.
 

Duties, Responsibilities, and Tasks:

  • Provides senior technical guidance & analytical support to USAID Missions on development solutions reflecting strategic priorities
  • Coordinates closely with Mission Offices and Acquisition & Assistance teams (e.g., Contracting Officers and A&A Specialists)
  • Serves as an A&A technical expert offering educational, analytical, and advocacy resources for thorny, complex, or unique procurement related challenges
  • Works directly with Mission senior leaders and technical and A&A workforce staff on procurement policy, evaluation, innovation, and strategic risk-taking advocacy with Mission and Washington stakeholders
  • Exercises managerial skills in conducting technically proficient procurement and assistance, while fully complying with all relevant laws, regulations, and procedures
  • Must meet tight deadlines; Mission has timeframe expectations based on task at hand
  • High quality work with Minimal revisions 

QUALIFICATIONS:

  • Clearance - None Required (up to Secret)
  • Education - Bachelor's Degree (Master's Degree preferred)
  • Certification - FAC-C Level 2 (Level 3 preferred)
  • Experience -  Mid-Level – 6 years  |   Senior-Level – 10 years
    • Knowledge of a broad range of Acquisition and Assistance activities, to include high dollar, complex competitive procurement actions, but also assistance (grants and cooperative agreements), modifications, delivery and purchase orders, interagency agreements and supply schedule or other related actions
    • Ability to work independently and produce documents that require minimal revision
    • Have experience in Acquisition Design (New portfolio design experience preferred)
    • Ability to guide the technical office on the different requirements and documentation required to assemble a pre-award solicitation package. 
  • U.S. Residency -  Minimum 3 Years Residency in the United States
  • Travel - Overseas travel short/long durations with 2 to 4 week travel noticeMust be medically fit for overseas deployment
